Organizational Context
Colleges of Excellence is an organization set up by the Saudi Government in May 2013 to manage the PPP funding mechanism and relationship between the international training providers who operate 32 International Technical Colleges within KSA (10 colleges opened in 2013 and 22 opened in 2014). There is continued planned expansion of ITC colleges, strategic partnership colleges and support for TVTC colleges in the ensuing years. The organization manages the tenders and contracts, provides operational and educational support, liaises with employers and provides asset management support.
Main Purpose of Role
A lead role as a TVET expert in reviewing and monitoring the performance of International Training Providers (ITPs) who are contracted by Colleges of Excellence to develop TVTC Colleges in creating institutional excellence.
Responsibilities
Review ITPs in their ability to produce a suitable College Assessment and Improvement Plans to enhance the capacity of Technical Vocational Training Corporation (TVTC) Colleges to deliver high quality vocational education and training within the overarching strategic direction of the Technical and Vocational Training Corporation (TVTC) to support The Kingdom of Saudi Arabia 2030 Vision
Evaluate the quality of the ITP College Assessment report, Improvement Plan and Personal Training Plans, and their effectiveness to support the TVTC College in achieving institutional excellence.
Provide professional guidance and direction to enable ITPs to make progress against agreed targets and outcomes.
Ensure ITPs promote and follow the philosophy of Islamic Values and Work Ethics when making curricula improvements and wider cross college quality enhancements.
Contribute and evaluate the ITPs quality processes that validate and monitor the suitability of the ITP to achieve the capacity building contract in Saudi Arabia on behalf of CoE and TVTC.
Contribute to the CoE quality assurance mechanisms that report on the ITPs ability to deliver project deliverables and desired outcomes to address and meet the needs of all stakeholders.
Ability to analyze and interpret complex data for the purpose of evaluating and reporting on ITP performance
Prepare qualitative and quantative reports/presentations for a variety of audiences including CoE Executive and TVTC
Take a lead role on new and existing initiatives, as directed by the Education Vice President
Support the wider operations of CoE through close co-operation with inter-departmental teams.
Proactively communicate and develop strategic partnerships with key stakeholders building collaborative alliances which will foster growth and innovation
Provide leadership in the community through representing CoE at key partnership meetings
Be an active and collaborative member of the Education and Capability Building Contracts Team
Continue to update own knowledge and skills in relation to the job responsibilities and contribute to conferences, seminars and workshops including publishing articles on TVET
To carry out any other duties and responsibilities as directed by line manager
PERSON SPECIFICATION
Qualifications
Essential
An Internationally recognized teaching qualification
Educated to at least degree level in a relevant technical subject area
Be a native speaker of English or present a current IELTs 6.5 Academic on appointment if a second language speaker
Desirable
Relevant higher degree or professional qualification
Knowledge, Skills & Experience
Essential
Through CV, application and interview demonstrate
At least 5 years recent relevant and substantial experience at a Senior Management Team level in a TVET environment
Experience of teaching technical/vocational subjects in tertiary colleges
Experience and an understanding of cross college services and operations
Extensive knowledge and experience of the implementation of education quality assurance systems including external review/audit
Proven knowledge and use of innovative instructional technologies.
Ability to plan and organize work to meet schedules and timelines
Prepare and deliver effective reports and presentations to diverse audiences
Extensive experience of communication with people of all levels within an organization
Ability to ask appropriate questions, probe for understanding, and work in collaboration with others to achieve desired results
Communicate effectively in oral and written forms
Computer literate in all MS Office applications
Have undertaken continuous professional development, particularly in management of change, excellence in teaching and learning and leadership and management.
Desirable
An understanding and commercial appreciation of working within a Public, Private Partnership model.
Have an understanding of education policy in the Kingdom of Saudi Arabia
Previous experience of working at a senior level in the Middle East
Special Conditions
Ability and willingness to undertake travel across Saudi Arabia as necessary.
